My wife and her family give their dogs treats every time they're bad so that they act right. All the dog learns is that they get rewarded for bein bad. Therefore, they're little terrors!
The dogs are outsmarting the stupid people who own them.
I've never used positive reinforcement with any of my dogs and they love AND respect me. Shocker!

I feed my parents miniature donkeys candy so they follow my mom around while shes out with our horses and try to dig through her pockets looking for more. They act like crack addicts looking for a fix.

They're doing it wrong.
Positive reinforcement works when you reinforce positive behavior.
They've done the opposite, and it sounds like they need to go back to school and learn about the difference between positive and negative.

Well they think when they lead them away and stop whatever it is they're doing that it's time to treat. Or they use treats to "distract" them.

I thought positive reinforcement meant rewarding them when they do well, Seems silly to reward bad behavior

I'm pretty sure any so-called expert dog-trainer with a Youtube account would do it exactly the opposite of what they're doing.

Maybe if they did it right it'd work better. I got my Jack Russell @ 6 months from a shelter and he was good to go. Never had an issue with him. Positive reinforcing worked best for my pit bull. I found her starving on the street so she'd do anything for food. The more she did right, the more treats she got. Worked out well. Anything she interpreted as violent or aggressive (yelling, smacking her ass, other stuff I don't do with dogs, etc...) she'd freak out, run, hide, and be MIA the next couple hours.
Oddly enough my wife bought these crazy Christmas things for them to wear. They love the noise it makes, I feel like they're being punished...

Technically, positive reinforcement is adding something to the animal's environment (such as a whistle or clicker or your car's seatbelt dinger) and negative reinforcement is taking something away (attention, favorite toy). You can use positive reinforcement to do terrible things (like beat the shit out of him) or negative to do nice things (take off the shock collar). It's all kind of convoluted and you can talk around in circles for days about it, but as a professional I can assure you they are doing it wrong. When you reward (which they are doing) a behavior you increase the likelihood that it will occur again.
